501(c)(3) STATUS

We have applied for our Federal tax-exemption certification under Section 501(c)(3) of the IRS Code but we have not yet received our notification. Can we still apply? 
Yes. However, if a grant is approved, it will not be paid until the certification is received. 
We have not received our 501(c)(3) ruling. Can another 501(c)(3) organization act as our fiscal agent? 
No. The Foundation will not make a “pass through” grant to one organization for use by another organization.

ELIGIBLE RECIPIENTS

We are a department of state, county, or city government.  Are we eligible to apply? 
Yes. Units of government are eligible to apply. 
Does the Foundation make grants, scholarships, or loans to individuals? 
No. The Foundation does not award grants, scholarships or loans to individuals for any purpose. 
Does the Foundation make grants or loans to small businesses? 
No. The Foundation makes grants only to nonprofit, charitable organizations exempt under Section 501(c)(3) of the IRS Code or to governmental units. 
Can a coalition apply for funding from the Foundation? 
Yes, the Foundation respects efforts of organizations to work together. However, the coalition or collaborative effort must clearly determine which organization will be the fiscal partner.  The fiscal partner must serve in a policy-setting role for the work, be a non-profit, and be willing to be responsible for all fiscal management and reporting related to the project. The fiscal partner should be the applicant and would be recipient of the grant if one is awarded.
Can an organization located outside of North Carolina apply for a grant? 
Organizations located outside of North Carolina may only apply for a grant if they are requesting funds for work in the state of North Carolina.

What qualifies as a “small grant”?
The Foundation considers requests of up to $35,000 per year for up to 2 years to be “small grant” requests.  This determination is in no way intended to diminish the important work of organizations with smaller budgets or to which $35,000 is a relatively large grant.  It is simply a new, streamlined process intended to ensure that the effort organizations expend applying for funding is proportionate to the amount of funding they hope to receive.
What is the difference between a “small” grant and a “strategic” grant?
Requests of up to $35,000 per year for up to 2 years are referred to as “small grant” requests, utilizing the streamlined grant application.  All other requests are referred to as “strategic grant” requests purely for the sake of distinguishing between the two processes.
If my organization is ineligible for a strategic (>$35,000 per year) grant, might we be eligible for a small grant?
No.   Small grant applicants are expected to meet the same eligibility requirements as all grant applicants.  Small grant applicants should address the results sought in at least one of the Foundation’s focus areas.  The list of uses, programs, and recipients to which the Foundation (with rare exception) does not make grants applies to the small grants process. 
Can my organization apply for a strategic grant and a small grant in the same funding cycle?
Yes, for separate purposes.  In other words, your organization may apply for a large general operating support grant and a small project support grant (or vice versa) in the same cycle.
Does the list of uses, programs, and recipients to which the Foundation (with rare exception) does not make grants apply to the small grants process?
Yes.

RE-APPLICATION

Last year we applied for a two-year grant but only received a one-year grant. Will our application automatically be reviewed again this year? 
No.  You must submit a new application, including all required materials as if you were a first-time applicant. 
If a grant request is declined, can we apply again?  If we receive a grant, can we apply again? 
Yes. You may apply as many times as you wish regardless of whether a grant is approved or not. If you are a prior grant recipient, you must have submitted the required reporting forms in order for a new application to be considered. 
If a grant request is declined, is there a waiting period before we are allowed to re-apply?
No.  Applicants may re-apply at any time.  However, we encourage declined applicants to review the list of causes, programs, and organizations to which the Foundation (with rare exception) does not make grants, as well as the Foundation’s focus areas and results sought, to ensure that the work of their organization is a good fit with the Foundation’s priorities.
